Is this a 210 or 211b? There is a dot in the inside picture frame,stray ink or meaningful?

These are guide dots. they were actually on the transfer roll and came from the laydown of the entry immediate to the left.

Thanks, Russ. The dot seemed too far into the design to be a guide dot, but I haven't studied guide dots on banknotes.

CoinWatcher, There are two blocks of four at the following link. The block on the left is the #211b (pale red brown), for comparison with your stamp which has a much deeper shade:
