I wouldn't think you'd see pulled / blunt perfs on a stamp that's been reperfed.

Yup.

Look at the perf holes below "OL" in "DOLLAR". Hold a straight edge to them, it helps.

You'll see that they're quite a bit higher than the others. If it's not been completely reperfed, someone has sure been messing with them.

A bit hard to tell without a closer scan, but I would be very cautious. The perfs that billw2 points out do indeed look a bit funky.

BillW2 nailed it. I was playing with the image on some computer software and sure enough under the O & L in DOLLAR is at least 2 high perfs. Looks like it had some damage and someone tried to "fix" it.

that does not mean it is reperfed...
perforater pins do bend and not all line up all the time.

I am not stating I think this is NOT reperfed...
I would be more worried about the LR bottom perfs...
1-3 perf holes from bottom right...
these look more "out of place" than the others....IMO.

I did a crop and compare of the top/bottom perfs and they do NOT align for some perforations. Note the 3rd perf from the left, how the stamp bottom perf (the upper cropped stamp) is smaller and shifted to the right compared to the stamp top row perf (the lower cropped stamp). Also notice how some of the perf holes are larger/smaller. It appears that SOME of the perfs have been doctored. Also, as discussed by others, check the perf hole distances from the stamp design frame on the left image - they vary quite a bit.

The more I look at it the less I like it.

Some of the top perf holes look a bit off to me (But it might be the scan) and someone has certainly been monkeying around with the upper perfs on the right side and that's for starters.

Totally reperfed? Who knows. Played with? Heck yeah and that's enough for me.

Could it have been perforated by a machine with a bent perf pin? Yes, it could have. That's also much less common than a reperfed stamp or one with "adjusted" perfs.
