Auxillary Marking

Need some help trying to decipher the auxillary marking in purple, on this Mailometer stamp. It's hard to see through the Central Station cancel but the top line appears to read LETTER OPENE and the bottom line looks like REFE.

Wasn't able to find a marking that matched. Did a search on words that contain REFE and referred looks like the best candidate, but maybe I'm way off base.

My best guess is...

"LETTER OPENED - REFER TO MAKER"
