Could you help me id this postage, looks like it may be overprinted with 1 cent. Looking for potential value as well thanks!

It is called a cut square. I believe the catalog is U311, very common and used not overprinted. Value is minimal.

Specifically, an early International machine cancel, used mostly in bigger cities circa 1892-95.
