I haven't looked at many of these, and I'm curious as to why the side borders are so faint. The right side is obviously cut short, but the left shows most of the border. I can make out maybe half of the outside border, and much less of the inside.

My novice guess is the left side wasn't recut, but top and bottom were. Or maybe it's just an old, worn out stamp or from a very worn plate.

Scotts says type I outer frame lines are always recut and type I outer and inner are recut. So, type I and just a worn stamp or from a worn plate? I see I'm going to have to learn to plate them. Is there something obvious to work with like the position of where the bottom frame is erased on the 24 Franklin?

That faint left frame line is normal and not from plate wear. It is a Plate 4 stamp and very typical of nearly all Plate 4 stamps. Plate 4 stamps usually have a faint left outer frameline that is abnormally close to the design and a heavily recut bottom frameline. All Plate 4 stamps also have the top of the upper label block recut which is unlike any other Type II, dull red stamp.

Thanks Sinclair. I've been reading Chase's book on the 3 cent stamp and there is a lot of information to absorb. This issue seems much tougher to plate than the 1 cent Franklin.

Knowing this one is from plate 4 is a big help. Now I need to find a few more examples from other plates to help make sense of the types of cuts characteristic to each plate.
