Yes, your item is considered a block of 12 stamps. Typically the term "block" relates to four stamps in a block formation (i.e. two stamps on one row and two stamps on the row below it) -- but it can also refer to any larger combination as shown in your scan, too.

Wrong. They are indeed cancelled (with the double oval, mute cancel). Remember, postage due stamps were never valid for postage; they were merely used by the post office as a means of record keeping when collecting underpaid postage for a given item or items.

A plate block of 12, 1c postage dues with original gum. It looks like no stamp escaped any part of a cancellation.






I believe this is a Scott J80a, 1c Scarlet PERF 11 X 10.5
