Toga line is not the determining factor...
your stamp can only be one of the two following...

425 single line watermarked or 463 as notated,
which would be unwatermarked... either Scott
number with perforations on all four sides...

491 is a coil stamp... which would have a straight
edge top, straight edge bottom, with left and right
sides perforated vertically...
