No earlier than 1923 [stamp is sc#581] probably not after 1926 when the 11x10.5 [sc#632] replaced it.

Here's an ad dated from 1923 for a product (one of many) offered by the Bauer Chemical Company of New York. Note the product will be mailed in a metal container for 4-cents in coin or stamps!
