Good question, http://www.mysticstamp.com/ seems to be reputable yet expensive. ebay is great for getting a good deal but is very risky unless you know what you're looking at. This forum has some areas for trading/buying/selling that are heavily policed by members for accuracy. You'll need 100 quality posts here before you can utilize this forum's options.

Personally, I buy locally or from ebay lots. I cannot give you very accurate recommendations. Aside from Don's site, I don't personally know a good stamp dealer. I am sure that many that post here are reputable dealers, but I haven't interacted with them yet.

Surely, others will respond with better opinions.

I prefer Stamps2Go. Another free and popular site is StampOrama. Another site is BidStart.

It depends what you are buying and selling. When you say stamps, are they US or Foreign/ Mint or used? Classic or Modern? The better the information that you can provide will yield the best response. I collect covers, and I buy most of them on ebay. I know ebay gets a lot of criticism, but where else can you find millions of lots for sale every day? If I were collecting mint 19th century stamps I would look for a dealer that I trust that offered refunds if they do not pass the certification process. I just bought three box lots of covers at a show last week, probably 5000+ covers. A show seems to be the only place I can get deals like that. Stamp clubs are great for lower priced stuff. Most clubs have bourses or a small auction.
I think ebay is the easiest place to sell and your stuff will be seen by the most people, but again it depends on what you are selling. For example, I belong to the Minnesota Postal History Society. When I have good Minnesota covers to sell that is my best venue. If I have box lots to sell I have found a local dealer that will sell them on consignment. He of course gets a fee which varies depending on price and whether I want money of credit.
I have tried Stamps2Go and Stamporama for covers and they don't have much at all. I don't know how they are for stamps. Bidstart has a better selection than those two. I have tried selling on Bidstart. The fees are much lower than ebay. Most of my lots do not sell on Bidstart and I end up relisting them on ebay. I have found some great deals from very good sellers on Bidstart, but for some reason most of the lots I am interested in there still seem to be priced higher than on ebay
Don't throw all your eggs in one basket. Try a few things and see what works for you. When you do have questions on something specific, this is a great place to ask. There are a lot a very knowledgeable collectors here that freely share their information.

PJstamps makes a lot of good points but I would add the following.

First, I wouldn't buy a car without a test drive or buy a house without being able to do a walk through. By the same token I would not buy a higher dollar stamp based only upon a single image of the front of the stamp. It doesn't matter if there is a 'money back' guarantee. While I can certainly understand a seller not wanting to invest in a back scan of a stamp that sells for only a few dollars, what possible justification could there be for not taking an extra minute of two to do a back image of a higher dollar stamp? Would you walk into a stamp store or bourse and buy an expensive stamp if the dealer would only allow you to view the front of a stamp? If the seller does not post a image of the back of an expensive stamp I am interested in, then I ask them to send me one before bidding. If they refuse, I wouldn't ever spend a dollar with that seller.

I often get emails at Stamp Smarter with stories of buyers who buy a higher dollar stamp from ebay sellers who count on the money back return policies and end up being burned. It might be hassles with the returns, hassles with ebay and getting credit, or the fact that it often takes longer to get a cert than the return period allows. So in my opinion a return policy should be considered as a last resort and not a sure thing. At a minimum returns can be quite are time consuming and costly to all parties and are best avoided as much as possible; the shipping companies are the only ones happy when returns are resorted to.
