When I started at the PO in '73 they used some antique cancelling machines. They would get build up of ink and paper dust and there would be some weird cancellations. Also the dies would wear and get loose or the tension on the mail would change and the cancellation would look different. Kind of like looking at clouds and trying to figure out what they look like.
Looks like an over inked W, and the ink looks like the blue ink used for all those fancy blue Chicgao cancels, possibably the canceling device was clogging up, distorting the W
