Did each individual Post Office order their official business evelopes through one of the assistant postmaster generals in Washington D.C. or did they have them printed locally. These two P.O.Official Business penalty envelopes both have the name of the local office on them, but one seems to be a general purpose envelope while the older one states that it is for Money Order Business. Wouldn't the Rohnerville office need a larger variety of envelopes? Or could the difference be due to a change in USPO policy during the intervening eleven years?
