Scott #UO72. In the Scott Specialized Catalog section entitled "Stamped Envelopes and Wrappers" with the subheading "Postal Savings Envelopes". My 2013 SCV is $4 (used cut square) or $12 (used entire).

Yes, technically a cut square or postal stationery cut out. Any US stamp impression with large borders is likely to be either a cut out from postal stationery or a proof or essay.
