Could someone enlighten me what this is and whether it has any credibility. I'm very surprised that Google seems to have never heard about it.

I'm not sure if this is of any help or not, but this link suggests that the name "Scott Philatelic Corp." existed as of 1974, seems to have changed to CSP, Inc. in 1984 and the corporation was dissolved in 1991:

I would only buy it on condition that I could return it should a current expertiser has "re"-expertised the stamp and find it not genuine.
