This poorly centered, used #229 has alot going on. Straight edge left side with arrow. A couple of missed perfs along the top. And, maybe some doubling at the bottom or over inking?
But, the oddest thing to me is the mark on the back. Could this be a collector or dealers mark?

Probably an owner's mark from a collector.
