Significance Of 'Claim Filed' Cancel?

I bought this stamp becaause (1) it's a moderately tough stamp (catalog value $300 with the cut cancel, would be $1,000 without), and (2) I like single-digit serial numbers.

It wasn't until I received it that I noticed the faint blue 'CLAIM FILED' handstamp. What type of claim would this have been for?

I have not seen this before but I don't believe that marking is revenue related; it probably has to do with the purpose of the document and the stamp just happened to be there when it was stamped.
