I still feel like identifying reperfs are hard. Sometimes they are blatant, but when not....On the SRAIL test, one thing that helped me is realizing that you are basically looking for two things: the shape of the perf holes and the symmetry of spacing between the holes.
In other words, when lining up opposing sides of the stamp, you are looking for consistency in the perf spacing (if someone is reperfing a side and is cutting the holes individually or with a device that is different from the USPS machines, the spacing between holes may vary).
You also are looking at the shape of the perf hole that is created when you line up opposing (or same) sides of the stamp. It should be oval. But even legitimate perf holes can vary some, based on whether the cutting pins were dull or chipped.
