This is the first precancel that I've seen on a 1908 Washington series. It is perf 10 and appears to be a Scott #462, but I didn't stare at it very hard looking for a watermark.
From my older Scott Specialized in the introduction on precancels: "Regular production of Bureau Prints began on May 2, 1923, with Scott 581..."
Is it a "Local" because it isn't an experimental and is before the regular "Bureau" printings which started on the 1922 series? Maybe it's a "Bureau" printing on an old stockpile of stamps? Is it faked? I am very much a newbie when it comes to precancels.
Also, I don't see precancels discussed much on this subforum. Are some people willing to give us a starter education about them? Willing to share some notable examples from their collection? A few days ago Wert posted this which is great starting reference for Bureau precancels:
