This is the first precancel that I've seen on a 1908 Washington series. It is perf 10 and appears to be a Scott #462, but I didn't stare at it very hard looking for a watermark.

From my older Scott Specialized in the introduction on precancels: "Regular production of Bureau Prints began on May 2, 1923, with Scott 581..."

Is it a "Local" because it isn't an experimental and is before the regular "Bureau" printings which started on the 1922 series? Maybe it's a "Bureau" printing on an old stockpile of stamps? Is it faked? I am very much a newbie when it comes to precancels.

Also, I don't see precancels discussed much on this subforum. Are some people willing to give us a starter education about them? Willing to share some notable examples from their collection? A few days ago Wert posted this which is great starting reference for Bureau precancels: http://www.precancels.com/wordpress...ecancels.pdf Can you sell us on the idea of purchasing specialist catalogs and/or joining the Precancel Stamp Society? How is precancel collecting fun for you?

It is a 'local' precancel in that it was overprinted later in Kansas City, not during the printing process at the Bureau.
Precancels are my favorite stamp specialty - for many reasons:
stamp condition is essentially immaterial
gum is immaterial
watermarks are immaterial (always have been in US precancels)
friendly, honest collector community
excellent references available
millions of varieties exist, most low priced (probably over 2 million different)
My catalog lists over 35,000 from Alabama alone (free to download): http://www.precancels.com/literature/Alabama5.pdf

I haven't looked at my Kansas City precancels that closely, but here are a couple of similar (but different) examples:

disi, oops...I forgot about that subforum and should wander away from this one more often.

chasa, thank you for highlighting the ease of access into this area of collecting and how varied and complex that it can be. Your free to download catalog contains a plethora of information and is very impressive. It is obvious that you are very knowledgeable about this subject. It is even more impressive that you have collected and presented what seems to be years worth of accumulated information into a very well formatted resource that you make available to all. I admire you contributions. I thank you for explaining what precancel collecting consists of and for evaluating my stamp.
