The top three are not in Scott but are listed in some of the Springer catalogs. The playing cards is listed in that section of the catalog. the RF's. RF2 if I remember right.
Just for fun, here's a 1959 newspaper article on the Cigarette Stamp featuring the image of Dewitt Clinton and arguing that his image has appeared on 500 BILLION stamps, more stamps than any other person (at least at the time the article was published in 1959):
It probably was second, even then. George Washington has him beat in US stamps, especially if revenues are included. Even without them, how many 26,301,332,375,406,425,499,etc. the list goes on and on. Now it's Elizabeth of course.
