Naahh.... Parcel Post is too obvious! How about "Partially Perforated" - which suits the stamp quite well!

wert - The worst jokes are the ones that have to be explained. I intended a humorous tone and missed.

I believe that littleriverphil is correct, PP in a Hartford Oval is indeed Parcel Post. Larger cities such as Boston, Detroit and NYC did ideed use station ID inside the oval, but it was also often left blank.
