Perforation maybe. Doesn't the change from perf 12 to 14 in the listings apply until another change is made? In other words, even though another series of stamps, 1883-97 come after the one stamp which is surcharged, I think the perf 14 continues to apply until another change is made.

Someone correct me if I am wrong.
