I can't tell the maker, but it's probably on back. Fleetwood perhaps? It's a philatelic creation that was probably part of a much larger set - maybe even sold by subscription at an inflated cost. These days you can find them in dealer's $1 boxes as the after market demand is weak.

Aside from the fact that an envelope is used in the creation, I even hesitate to call this a cover - there's no postmark nor is there even a stamp actually affixed to the envelope. The 22kt gold is electroplated with probably just a few cents worth of gold. Something this is usually produced and sold to non-collectors. It's akin to framing stamps for decoration.

This is a 'Special' collection set produced (I think) by Postal Commemorative Society, advertised as a wonderful heirloom for collectors. Other than minimum value stamp w/ gold foil replica, Battlestamps is correct in that the value would be $1 at best (if you have the complete maybe less per unit.

Definitely Postal Commemorative Society. In fact, searching ebay brings up many of them showing an "asking price" of between $5 to $10, with no bids. One that did sell, sold 27 of them for $5.99, an average of 23 cents each:

There's a pawn shop here in town that has been tryin' to sell a whole bunch of those for about 2 years.
I offered $0.50 a piece, they declined and still have them. Maybe I'll go back and re-offer at $0.25 ea., then go up to 0.30, and use ebay as a comp.
