Hi James, yes, that's an EFO. It is not an error, but in my opinion an oddity. For it to be an error it has to be repeated on other stamps. The "teardrop" looks like a spatter of ink that got on there during printing. It does not add anything to the value, but is interesting for a specializing collector.
