It's actually a German transit mark; that stamp almost certainly paid the 10c NGU direct rate to Germany then in effect.

You're thinking of the boxed "PD" (Paid to Destination) markings seen on French mail.

Neither really. I suppose that Scott likely shows an add for a red cancel, but the truth is these were almost exclusively used on foreign mail (I'd bet that at least 60% of all postally used 10c '69s ended up in Germany) so finding them with transit cancels isn't uncommon at all.

If the German transit cancel was struck upright instead of sideways and was easy to read, it would add value. But the edge tears or any other condition problems devalue it considerably. As it stands, it's a $30./40. retail value stamp IMO.
