Any idea what is going on with this lot? Is it ignorance on multiple bidders' part? Or some kind of shill bidding, unscrupulous seller?

The listing is clearly marked as #2629a (1999) but I guess could be improved a bit by mentioning that this is not the 1898 Columbian issue. Buyer will probably figure out his mistake, be embarrassed, and never mention it to anyone.

Why can this seller not ship to Virginia? He supposedly is based in that state! Is something funny going on?

Seller is probably not licensed to collect Virginia sales taxes and chooses not to sell to Virginians rather that incur the wrath of the state tax collector.

I suggest that this is a case of the ebay buyer looking a the picture and jumping at a bargain. I've had a few bidders bid on books and auction catalogs thinking they were bidding on a stamp, even though the description clearly stated "BOOK". Classic case, when I offered the Siegel catalog of the Inverted Jenny Plate Block sale, just before closing I received a panicked e-mail from the high bidder asking me to assure him that he was bidding on a stamp. I told him no, it was the catalogue and canceled his $12 bid.

Probably so... it's a pain to have to deal with state sales taxes...

There must be something within the Virginia tax code which requires
internet sales be taxed (irrespective of whether one is a registered
business or not)...

he started on the 10th... the listing showed others
in first place in the interim bidding...
