I can't tell you that. The Plate 1E stamps are a light blue color, and this one is, so at least my thoughts are that this is the reason Winston said 1E. I can't corroborate that answer, though. I'm pretty confident with the Type V and Va stamps now, but the imperfs, I'm a novice at best.

It is pretty common to see a Type II stamp that appears to be recut in the location between the NE of "ONE". I say it is a Plate 1E stamp because of color and the fact that it doesn't look like a stamp from Plate 2 or 3. Plate 4 is totally out of the question.
