Assuming that you are referring to the big black blob... that would be the cancellation, so the stamp is "used" when you refer to your catalog; this is US Scott #237. From the shape and the un-inked area (void), I would say this is a poorly-struck and over-inked negative numeral cancel, common on the east coast (Boston, New York...)

It is <ahem> clearly more identifiable classifiable than about 75% of the "fancy cancels" I see on ebay, delcampe, etc! I have similar items in my collection of negative letters and numbers. They show how the degradation of the canceller, over-inking and/or user error impact the desirability of a clean, solid, full strike.

Why not just refer to such shapeless (possibly over inked, or slid) Fancy Cancels as Killer Cancels.
