1851 Franklin 1c Type II Or IIIa

I first noticed the bottom line had a break, but on closer look saw that it was a small face scrape. However the top line is very weak and I thought this could possibly be a Type IIIa, but I thought I ought to get opinions from folks who know this issue.

It is a Scott #7, Type II. There is no break in either line (top or btm).

I agree with Bill, Type II. It is probably a Plate 1E stamp. Many positions on Plate 1E had weak outer lines at top and several more actually were Type IIIa positions, 26 to be exact. Some positions, perhaps including this one, gradually changed from Type II to Type IIIa as the plate wore.
