It is hard to be sure without a larger scan, but the Swart's local appears to be Forgery A in the Lyons identifier book. The cancel on the local is obviously fake.
In an old catalogue I found online, the Swarts' City Dispatch stamps are listed as L243-245 (and L43 surcharged "Swarts.") None look like the stamp above.
Gosh, I'm sorry; I didn't recognize the stamp turned on its side! This looks like L244, though it's very interesting what SPQR writes. He sounds like he knows what he's doing!
