I appreciate all the help, I was able to find out about the FDR auction etc online but there was so little info about sheets like this that went to a specific person on the issue day. I found out the stamp ceremonies for this stamp took place in savannahis so I assume it was presented to the president of cotton at the ceremonies and later found its way to FDR.
