While they may be back of the book, they are definitely government issued for the prepayment of postage, even if by a limited body of users.

Apologies for the delay but I forgot what a hectic few days my weekend actually contained.

Engraved stamps remain the most elegant and beautiful stamps produced, modern technologies notwithstanding. Here are some recent US issues:
#4806 - Inverted Jenny Pane
#4717-20 - Waves of Color
#4075 - World Philatelic Exhibition
#4073 - Champlain 400th Anniversary
#3943 - Greta Garbo
#3869 - USS Constellation

OK... "Waves of Color" are neither elegant nor beautiful but the Garbo and Constellation stamps most certainly are.
