AirborneBob, either the picture is very unclear or the stamp is very dirty. Anyway, a stamp printed on bluish paper is what you are referring to. If you go to the "search" button above and search for "bluish paper" you can find several threads with scans comparing bluish and regular paper.

I would assume that a firm such as Mystic would probably be able to identify blue papers correctly. It's certainly not a fly by night business. If you're interested in buying, why not content them and ask if it has a certificate.

yes..This is the stamp I have. I may need better scanning technique..I am using our office copier/scanner
