What is the story on the perfs on this pair of stamps? Based on what I've read, I wouldn't expect the stamps to have perfs on the top and inside, but imperf elsewhere. I initially thought maybe the perfs were cut off on the bottom and outside, but those are some big margins, especially on the bottom. So it doesn't seem like someone could have cut the perfs off.
