Ok in the cover there is a 1 cent stamp. On the stamp the cancellation. Right on the perf and across the c at the bottom left 1917 in black ink. was there a 10/10 on all 4 sides .When I looked it up it stated perforation 11.

If the date is 1917, then the only possibilities for perf 10 are Scott US #424(watermarked) or #462(unwatermarked).

With a 1917 cancel, its most likely a 462, but could be a 424.
