Ndc Press Sheets Removed From Sale

Trying to understand why USPS removes some NDC press sheets from sale. Here is a postal bulletin link.

Effective September 30, 2015 these NDC press sheets were withdrawn from sale:
Martin Ramirez
Robert Robinson Taylor
Glade Creek Grist Mill
Coastal Birds
Winter Flowers

So we will have to wait for quantities issued to be updated as these were not sell outs. Robert Robinson Taylor NDC press sheet is a bit of a surprise as only 500 were printed.

So why would USPS withdraw them?

What I don't understand is that there appear to be plenty of other NDC (no did cut or imperf) press sheets for sale at USPS that are sitting in inventory longer than the above sheets.

Another thing that is odd is the 1865 Civil War NDC press sheet appears it did sell out, which is strange given its scarcity on the market as panes are selling at $150.

Is there some market manipulation going on that could explain both odd phenomena?

Don't hold your breath for information on how many they actually sold. They haven't given us that info for any of the imperf press sheets.

Quantities sold, or issued, will be fewer than quantities printed for some of these issues, but still not sure why these specific 5 issues (OP) were withdrawn from sale.

USPS needs time to tally after destruction has officially been accounted, and even then, usually the information comes forward by a freedom of information request made by Linns or Amos and is then published in articles and catalogs respectively. This is my understanding.

Getting the information does take a while. As an aside, the 1992 Columbian Issue (Scott 2624-2629) were PRINTED at 2.0 million sets. A decade later it was updated that only 1.185 million had been ISSUED, the rest destroyed. Still plenty of those around, but that is a long time to wait for accounting and reporting.

The NDC press sheets are a different magnitude as we are talking 250-2500 sheets printed, but if 300 of 500 of a printing are destroyed that will be significant.
