Looks like someone changed their mind and the cover never was mailed. Would have been nice to see what the date of use would have been.

That would have been a great use had it been mailed, but I suspect this was made up as the stamps don't correspond to a correct rate.

Neat item regardless, I've got a decent hoard of UPU uses from 1875-1900 or so and I don't have Liberia.

Of course, there's no way to know if this was put together in 1898 or 1998. I agree, it's pretty neat.
