These are German court fee stamps. Sorry, I do not have the proper catalog to provide you more info.

You should be able to find these in 1 of the Erler Catalogs. I'd like to be more helpful. But, I don't have the correct volumes.

I don't have access to Erler, either, but that's where I'd try to look for definitive info. When I've seen these, they've been marked at $5 to $20 (and maybe higher...I stop paying much attention at prices above $20 when I know nothing of the item). I have no specific recollection of price variations for the year.

I dug out my Erler-Norton Catalogs. I have the Court Fee Stamp Cat. for issues after 1945 but not before. I'll keep looking they might be somewhere else. I haven't used them in several years.
