I am really unsure whether this is Type I or Ia. Since it's tied to a piece I can't provide Wmk but believe it's Flat Plate, perf 18 1/2 x 22 mm and not the best quality. The postmark is of some help but I can't say whether the year is 1915 or 19. (The 2nd and 3rd photos have been color enhance to help in it's identification.) Any help would be appreciated.

Probably #499. year is 1919. It is not a Type-1a, its a Type-1
