is there a site that displays scans of a stamp with scott catalog number. say in numerical order (catlog number) ?

Using the Natalee Grace collection as a catalog will not do what you want it to. The person who suggested that has misinterpreted what Siegel was saying.

Siegel was pointing out that as private collections go the Natalee Grace collection had more of the super rare minor varieties then one usually encounters, and in that sense was more "complete." That was its distinctive character. However, you would not be able to use an auction catalog listing as an alternative to Scott, since most of the Scott listings will not appear.

Stamp Smarter has a US Plate Block tool which contains images, Scott Number, denomination, description, color, date issues, perforation, printer name, imprint style, plate number(s) for every definitive and commemorative stamp 1847 – 2006.
