This stamp was on the page with the "dry impression" stamps I posted in another thread.
This stamp does not show the same upon closer inspection. It doesn't have the absence of color that describes a dry impression.
I wonder if this is a "slip print" example?

There is a blurring at the edges of Washington's face. Also you can see it in the close up image along the right frame line and medallion.
Sorry for the poor images.

Your scan is not well focused, but I do see areas that are not normal:

-Possible double transfer remainders visible in the center right that extends slightly beyond the right hand frame line. Also, some artifacts in at least the "E" of "CENTS". Some very light, but possibly non-existant, remainders of a double transfer in the lower rosettes in the 5 o'clock position.
-Some infringement from the two to four o'clock position in the white-space of the vignette oval.
-Some streaking of ink above the top border and some below the bottom border.

None of it "jumps out at me" as being a slip print. However, it is seems obvious to me that there are some minor remnants of double transfer(s) and poor printing technique.

We have many people here more knowledgeable about this stamp issue than I. I defer to their greater understanding to better explain the anomalies that I mention.

The shift on 19L2L immediately came to mind when I saw your right frame line, but it is not a match. A slip print seems more likely than a shift. Here is my 19L2L:

My images are horrible. Sorry. I will try getting better shots using natural lighting tomorrow.

My first thoughts, when seeing ink where it doesn't belong, is a shift or re entry. The re entries I've plated show the extra lines being more cleanly made. This stamp has a blurriness. Especially in the medallion area.

The ink on your stamp running into the white oval from the right side of the medallion has all the looks of a slip print. Here's a re-post of a more extreme example, with the ink running in the opposite direction on my stamp.

Poor stamp ink quality can certainly factor into blurry-looking images.
