1940 Post Exchange Tag For Fort Benning, GA

I have no idea what this is and I've had it for a couple decades. I don't even remember when, where, and from whom I acquired it. It is rectangular green cardstock and perforated on the top and bottom. It is a little over 2 1/2 inches in lenth and less 1 inch in height. It is imprinted in red ink with a 1 cent stamp on the left and the words "1940 not good if detached, 102162B, Post Exchange, Fort Benning, GA."

Does anyone know what it was "attached" to and its purpose?
