Type II Scott 7, or Type IV Scott 9 recut once on bottom? Hard to tell for me, looking at it on my phone.

Agree - Ty II, Scott 7.
Most likely plate 2, very small chance its plate 3.

Nice red NY Carrier cancellation.

The color on that stamp strikes me as most likely a mid-1856 printing. You see that grayish-blue in mid-1856 on plate 2 and 3 - about April through October, based upon what I recall seeing.
