Help Identify 1 Cent Washington With Weird Perforation

I have looked all over and see no pictures of a 1 cent Washington stamp with a smooth left edge and solid line. It looks like the solid line in the smooth left margin was a frame around the whole sheet. The other perfs are 11. Is anyone aware of what this might be?

We found this stamp going through my mother-in-laws things.

Thanks, I was only searching for Washingtons so I never stumbled on this picture.
