Is this perf 12 Washington 3 cent and Orangeburg coil stamp? Thanks in advance

Do you own this stamp? If so, have you watermarked it? If so, does it have a single line watermark? Are you sure that this is perf 12?

If it is perf 12 note that the image quality is not high enough to make a good identification. Most fakes are made from the perf 12 stock, Scott 376 by trimming the top and bottom margins and these fakes can be somewhat convincing if the starting stamp was a jumbo with the proper cancellation and color, a deep shade of purple. The image quality restricts this analysis.

And even if it did, having online opinions based upon an image is of limited value. At the end of the day a rarity like an Orangeburg coil is going to need to be analyzed by a legitimate certifying body.

It is either SC 456 or 493 or 494 [rotary press perf-10]
