Yes, listed as item 554d-CAN-06 on the Siegel census page for this issue.

Looks like perf 10 at the top and perf 11 at the bottom.

There is a Scott listing for such an item. It is under 554d - "Perf. 10 at top or bottom".

Do the sides both measure perf 11? The catalog value is through the roof, Scott Specialized 2016 of $9,500, so you'd want to have the perfs checked to make sure they are legit.

As John Becker pointed out, the original poster posted an image from the Siegel web site. Either he purchased it from them, has a question about this rarity, or was testing the community to see if anyone would figure it out.
