What Is This "Bar" Mark Beside This 554 Stamp.

I see this mark beside stamps every so often,is it a guide mark,it must be for flat plates because this picture is a 11 X 11,if it's a rotary sheet mark it's a 595 which is doubtful I found one.

Anybody know what this mark is ?

The red vertical bars are the electric eye markings to aid in accurate perforating.
Thus rotary press, Scott 634 and perf 11x10.5
