I am guessing this unidentified ebay listing is a Scott #9. It appears the top has been recut but I've been fooled before. Am I right experts?

Caper, the best solution for that problem is to buy your 7 and 9 together... like this 4-5R1L pair :) 4R1L is the only Type II on Plate 1L. There might be around 20 such Scott #7-9 combination pairs available to collectors.
