1944 Stamp Design Competition?

I recently acquired this item. I am chasing all manner of essays for the twentieth century, including photographic material. Sometimes I hit a home run, sometimes its a bust.

When I saw this, it tickled something in my memory but I can't lay my hands on it. If anyone knows anything about this or can point me in the right direction, I'd be most appreciative.


The first image is a closeup of the original artwork. The second shows it mounted on the black backer board while the last image shows the writeup which accompanied it and the mounting.

I look forward to hearing what everyone has to offer on this.

There were no one cent stamps issued in 1944. The closest was the Four Freedoms issued in 1943. The book, "FDR and the Stamps of 1933-45 makes no mention of the above stamp and the book even has a chapter titled FDR-era stamps that never were.

The general design reminds me of Scott #319/320 from 1903 I believe.
