Could you also post a picture of the back? Let us know what you read as the perforation. And does your stamp have a watermark or not?

Offset printing thus perf 11 and unwatermarked.
Scott 529 if Type III.
Scott 530 if Type IV.

This is a three cent offset, probably a type III, Scott 529.
