I can tell if this is a 190 WM or a 191 wm almost looks double but just cant tell even being a large mark

The 3 cent stamp appears to be a perf 10 which only comes with a single line watermark. To call it a double would require a stronger more defined watermark.

Its a perf. 12 issue, Single-Line "U", too small to be a double line in my opinion. probably #376
