Help Needed With French Overprint

I came across this stamp the other day but can't work out what the overprint means. I'm guessing it's a currency revaluation but as far as I am aware, the only currency change in France would have been from francs to euros. ECU?

The Ecu was the (purely virtual) precursor to the Euro. This overprint should be seen as some sort of French propaganda. In 1999 the name changed from Ecu to Euro.
